The website isn't disappearing. But the sprawling, page-heavy, SEO-driven version most organizations have been investing in for years is already becoming structurally misaligned with how AI is changing the landscape.
AI is changing what digital experiences do, who they're built for, and how they connect to the rest of the business. While the visual impact is only slightly noticeable, the most consequential changes are quieter and happening in the data models, vector databases, content structures, taxonomies, and operating assumptions behind the scenes.
These shifts affect organizations building new digital platforms as well as those maintaining legacy platforms that now need to evolve. Here are some of the most important core principles we are applying with clients at Phase2 today to keep up with the new rules (ordered from most familiar and imminent to most disruptive).
Content Written for Humans and Machines
Free-form CMS content worked when humans were the sole audience. AI is a new, far more demanding consumer.
It has agents visiting your site with a new intent and approach. As a result, websites now require content that is explicit, structured, and governed by schemas, metadata, provenance, confidence signals, and lifecycle rules. The intention is to make content interpretable, retrievable, and trustworthy for AI systems that will summarize it, cite it, and act on it.
Under the surface, this means content must be convertible into semantic entities that allow AI systems to find and retrieve information by meaning, not just by matching keywords. Google's own documentation makes clear that structured data is what allows search systems to understand content by meaning, not just keywords—and this principle now extends to every AI system that will encounter your content. When your content is well-structured, it can be encoded into formats that preserve context, relationships, and intent and make it simultaneously useful across search, personalization, agent orchestration, and analytics.
If machines can't understand your content, they can't responsibly use it. It's now about building the semantic layer that enables AI. And if your content model doesn't support clean semantic encoding, no amount of AI tooling will compensate.Search Optimization Becomes Answer Optimization
Gartner predicts traditional search engine volume will drop 25% by 2026 as AI chatbots and virtual agents intercept queries before they ever reach a search results page. Ranking pages matters less when large language models extract and deliver answers directly. Websites must now optimize to be understood, trusted, and cited by AI—not just indexed by traditional web crawlers. This requires stronger entity definition, consistent terminology, and visible signals of authority and freshness. Practically, this means your content needs to support semantic retrieval—not just keyword matching. AI systems increasingly rely on vector-based search to find the most relevant content by meaning, comparing the intent of a query against the meaning of your content. If your content is poorly structured, inconsistently labeled, or missing entity definitions, it becomes invisible to these systems regardless of how well it ranks in traditional search. Content management was an exercise in anticipating how a user would progress to find the content they needed.
AI flips the model entirely. Digital experiences must now be designed from the data layer up. Clean content models, well-defined entities, and normalized structures matter more than page count or clever information architecture. Your website must function as a source of structured truth that can power any experience, human or machine, without duplication or drift. If your site can't clearly express what something is, AI won't use it.
Personalization Moves from Segmentation to Continuous Adaptation
Traditional personalization relied on predefined audience segments and rules engines: show Version A to segment X, Version B to segment Y, etc. AI fundamentally changes the economics and the precision of personalization.
With AI, experiences can adapt continuously based on inferred intent, behavior patterns, and contextual signals, not just static demographics or CRM tags. The same underlying content model can dynamically assemble entirely different experiences for different audiences in real time: a healthcare provider seeing clinical evidence and dosing data, a patient seeing condition education and support resources, a payer seeing outcomes data and cost-effectiveness evidence, all drawn from the same structured content, and governed by the same compliance rules. However, this only works when content is truly modular, well-tagged, and audience-aware at the data model level. The barrier to multimodal delivery used to be the cost and complexity of creating separate content for each channel. AI lowers that barrier, but only if the underlying content is structured, modular, and semantically rich enough to be reliably transformed. Organizations still publishing monolithic page content will find quality multimodal delivery nearly impossible to achieve.
Trust and Explainability Become First-Class Features
As AI increasingly mediates more and more of our experiences, users will demand transparency.
Where did this answer come from? How current is it? What data was used? When should a human intervene? Trust isn't a compliance overhead; it's a performance variable.
Trust can no longer live solely in legal policy pages. It must be infused directly into the experience. In regulated or high-stakes environments, a lack of explainability doesn't just degrade the user experience—it forces fact-checking and erodes confidence in the system entirely.
Intent-Driven Experiences Replace Navigation-Driven Experiences
Mega-menus and complex navigation systems exist because users had to hunt for answers and marketers wanted to track them. AI changes the website's approach to wayfinding—instead of helping users navigate content to sift the relevant from the irrelevant, the AI's role is to understand the user's intent and highlight only the content needed to deliver on that intent.
Experiences are becoming more adaptive as content, responses, and workflows are increasingly dynamically assembled based on context and real-time behavior. As AI takes over discovery, synthesis, and orchestration, human-facing interfaces are freed from the burden of doing everything. Instead of massive, one-size-fits-all websites, the result will be sharper, purpose-built experiences aligned to specific user intents that require less navigation, less scanning, and less cognitive load.
Humans step in where judgment, approval, or exception handling is required. Everything else recedes into the background. Future websites won't feel heavily designed. They'll feel assembled—and the people using them will spend less time figuring out where to go and more time doing what they came to do.
Implications of More Probabilistically Created Content
The traditional page model assumes a single, canonical construction. AI introduces variability. Content is increasingly assembled on the fly based on context, confidence thresholds, risk tolerance, and data freshness.
This shift doesn't just change delivery—it reshapes how content is created, reviewed, approved, and maintained. In regulated industries, the content review pipeline is often the single biggest bottleneck. Medical-legal-regulatory review cycles that take weeks or months were designed for a world where content changed infrequently and lived on static pages. AI breaks that assumption in both directions: it can accelerate content creation dramatically, but it also introduces new content challenges because dynamically assembled responses, AI-generated summaries, and personalized variations may require entirely new review frameworks.
Organizations need to rethink their content governance for a world where AI is both an author and an assembler. This means establishing clear policies about what AI can generate autonomously, what requires human review, and how dynamically assembled content is traced back to approved source material. The question is no longer only about content compliance—it is about whether your operating model can keep pace with content that may appear in different contexts.
Measurement Shifts from Pageviews to Outcomes
If the website becomes a learning system, traditional analytics break down.
Page views, bounce rates, session duration, and conversion funnels were designed to measure human browsing behavior on page-based websites. When AI mediates the experience and is answering questions directly, assembling personalized content, and orchestrating workflows, many of these metrics become meaningless or misleading. For example, a user who quickly gets exactly the right answer on the first interaction looks like a "bounce" in traditional analytics.
The measurement model needs to shift toward outcome-based metrics: Was the user's intent resolved? Did the AI response lead to a desired action? Where did confidence thresholds trigger human escalation? How often is AI-delivered content accepted versus overridden?
This requires rethinking not just what you measure, but the instrumentation itself. AI-mediated experiences generate different signals: confidence scores, retrieval quality metrics, intent classification accuracy, and escalation rates that could be more meaningful than traditional engagement proxies. Organizations that continue optimizing for pageviews in an AI-mediated world will be optimizing for a signal that no longer correlates with value.
The Website as an Agentic Orchestration Layer
For decades, websites have been treated as destinations—places people visit to find information or complete transactions. AI shifts them toward something fundamentally different: autonomous coordination layers that act on behalf of users and organizations alike.
This goes well beyond connecting systems through APIs, which enterprises have been doing for years. The shift is from websites that display information from connected systems to websites that take action across those connected systems. An AI agent embedded in a healthcare organization's digital experience doesn't just surface formulary information—it interprets a clinician's intent, pulls real-time eligibility data, identifies prior authorization requirements, pre-populates the submission, and routes exceptions to the right human reviewer. The clinician never navigates a menu, fills out a form, or switches between systems. Anthropic's research on building effective agents describes this architecture: systems where AI dynamically directs its own processes and tool usage across connected services, rather than simply responding to prompts.
Scale that pattern and the website becomes less of an interface and more of an operating system for the organization's relationship with its users. Patients don't check appointment availability—agents negotiate scheduling across provider calendars, insurance constraints, and patient preferences simultaneously.
Sales teams don't update CRMs—the digital experience captures interaction signals and autonomously maintains the customer record. The human role shifts from operating systems to supervising outcomes.
This shift introduces serious challenges to security, governance, accountability, and compliance—particularly in regulated industries where autonomous action carries legal and clinical risk. Organizations will need to define clear boundaries for agent authority, build audit trails for every autonomous decision, and design escalation paths that are fast enough to preserve the value of automation without sacrificing oversight. Gartner predicts 40% of enterprise applications will incorporate task-specific AI agents by 2026—up from less than 5% today. The organizations building the governance infrastructure now will be the ones positioned to move fast when agentic capability matures.
But the trajectory is unmistakable. The organizations that figure out how to safely deploy agentic digital experiences won't just have better websites—they'll have fundamentally different operating models. The website becomes the layer where AI, data, and human judgment converge to get things done.

Taken together, these new rules point to an uncomfortable truth: websites are still needed and necessary for almost all businesses, but they are no longer primarily publishing tools.
